Unbelievably, Members of Congress are headed out of town on Friday having not passed a new farm bill or extened the old one. This means that on Oct.1, authorization for farm and food policies spanning the breadth and depth of our economy will have expired.

WASHINGTON (DTN) -- The House Agriculture Committee passed its version of the farm bill shortly before 1 a.m. Thursday morning after a protracted day debating 100 amendments to the bill and keeping together a fragile coalition among committee members by outright rejecting any amendments that increased spending. The next step for the Federal Agricultural Reform and Risk Management Act would ideally be a full debate on the House floor in the coming weeks if House leaders are willing to move the legislation.

After nearly two weeks of commendable effort, the Senate moved for full passage of their version of the 2012 Farm Bill, S.3240 the Agriculture Reform, Food, and Jobs Act of 2012 by a 64-35 vote.

Agriculture and Congressional leaders continue to negotiate an agreement that would allow the 2012 Farm Bill draft pending on the Senate floor to gain approval. More than 250 amendments have been filed for the bill to date, necessitating an overarching plan for processing them in a timely fashion.

The full Senate began debate on the 2012 Farm Bill this week, taking another step toward passage and completion of new farm and food policy.
The bill is known formally as the Agriculture Reform, Food and Jobs Act of 2012, or S. 3240.
The body moved to the measure Tuesday after quickly dispensing with another piece of legislation on the docket. Concurrently, Senate Majority Leader Harry Reid (D-Nev.) took steps to end debate on the measure, and a motion to proceed was approved Thursday morning by an overwhelming, 90-8 margin.

House Ag Committee wrapped up last subcommittee hearing Friday, now the work of crafting a farm bill begins. It'll look different than the Senate's.
Friday, the House Ag Committee wrapped up hearings on the 2012 Farm Bill using a series of subcommittee hearings. The closer Friday was with the Subcommittee on Conservation, Energy and Forestry, where a range of interested parties shared their ideas, including a focus on the value of the conservation investment made today that could have longer-term value. Speaking at a House Committee on Agriculture hearing held to get stakeholder views prior to mark-up of 2012 Farm Bill legislation in the full Committee, Younggren stressed the importance of crop insurance to farmers’ risk management plans, which has made it the top priority for wheat growers and other crop producers in the 2012 Farm Bill. However, he and other panelists recognized that crop insurance alone is not a fully-functioning safety net, and he voiced support for a revenue-based Title I program modeled on ACRE and SURE with an on- farm trigger and coverage by commodity.

Anticipation is building for 2012 Farm Bill action in the coming weeks, with reauthorization before the current bill’s expiration on Sept. 30 looking possible.
The next step forward is almost certainly Senate consideration of a bill approved by the Senate Agriculture, Nutrition and Forestry Committee on April 26 by a 16 to 5 vote.
NAWG and other farm groups continue to analyze the bill and its final provisions in preparation for floor debate.

Senators Kent Conrad (D) and John Hoeven (R) are among 40 legislators who are proposing a new Farm Bill.
The lawmakers are calling it the "Revenue Loss Assistance and Crop Insurance Enhancement Act of 2012, or RLAP. It combines Supplemental Agricultural Disaster Assistance (SURE) and Average Crop Revenue Election (ACRE) into what they say is one simpler and more effective program.
RLAP would work in conjunction with crop insurance to provide coverage for losses between 12 and 25% of their average historic revenue. An eligible loss can be due to any combination of decreased yields, declining prices or quality discounts. RLAP would be based on individual farm performance, rather than an area trigger, and assistance would be provided on a commodity specific basis.
